81Delia Locquiao Encarnacion, 62, of Waipahu, a Mililani Memorial Park & Mortuary employee, died in Ewa Beach. She was born in Caoayan, Ilocos Sur, Philippines. She is survived by sons Victor Millon and Rheindel Alupay; daughters Wilma Young, Lorelie Africa and Maricris Millon; brothers Samuel and Jun Jr.; sister Edith E. Clemente; and eight grandchildren.
