William Rowan Brown Sr., 94, of Honolulu, a retired Federal Aviation Administration assistant chief and a Navy veteran, died in Honolulu. He was born in Gloversville, N.Y. He is survived by wife Bach-Tuyet “Cecilia” Nguyen, sons William Jr. and Jerrold, daughter Carolyn, eight grandchildren and nine great-grandchildren. Private services.
