Howard passed away peacefully in San Diego. Born in Yakima, Washington, Howard grew up in Kailua, Hawaii. He graduated from Kailua High School in 1969. Howard worked for Pacific Bell in San Diego for 21 years and retired in 1999.
Howard is survived by Jean Mackinnon; his father, Howard M. Rigler, Jr.; sisters, Victoria Asaeda, Antonia Slatten, Linda Osborne, and Laura Rigler.
Howard will always be remembered for his love of nature and music. Rest in peace, Charlie.
Private services have been held.
