Basil LeRoy Edmunds, 81, of Kailua-Kona, a retired Navy captain, Oregon state economic development director and Port of Bay City manager, died at home. He was born in Garibaldi, Ore. He is survived by wife Sonia, daughters Sheryl Cain and Kathy Edmunds and a grandchild. Celebration of life at a later date.
