Francis C. "Russian" De Morales, 70, of Hilo, a retired Hawaii County Police Department deputy chief and Navy veteran, died at home. He was born in Pahala,Hawaii. He is survived by wife Paula, daughters Kimberly De Morales and Joanna Silva, mother Lillian, brother Joseph, sister Carol Kanaka‘ole and four grandchildren. Visitation: 4:30 p.m. Wednesday at Dodo Mortuary. Celebration of life: 7 p.m. Inurnment: 9 a.m. Thursday at Hawaii Veterans Cemetery No. 2, Hilo. Casual attire. Flowers welcome.
