Thomas Ilae Fragas Sr., 83, of Kailua, a retired Army lieutenant colonel and state Occupational Safety and Health Division supervisor, died at home. He was born in Honolulu. He is survived by wife Ethel; sons Thomas Jr., Eric, Bryan and Steve; daughter Liz Morton; nine grandchildren; and eight great-grandchildren. Visitation: 5 p.m. Thursday at St. John Vianney, 920 Keolu Drive. Services: 7 p.m. Additional visitation: 9 a.m. Friday at the church. Mass: 10 a.m. Burial: 1 p.m. at Hawaii State Veterans Cemetery, Kaneohe. Casual attire. No flowers. Donations suggested to St. John Vianney School.
