79Donald Tetsuo Sugawa, 84, of Koloa, Kauai, a state Department of Agriculture plant quarantine manager, died in Garden Island Health Care. He was born in Lihue. He is survived by daughters Debbie, Tammy and Donna; and four grandchildren. Services: 9:30 a.m. Saturday at Hanapepe Veterans Cemetery.
