James Seiichiro Hirata, 86, of Kaneohe, a retired city Building Department structural engineer and an Army veteran, died in Kaneohe. He was born in Honolulu. He is survived by wife Thelma; son Randall; daughters Jeri Kuwabara, Patti Tajima and Karen Hirata; brother Harold; sisters Mary Powell and Alice Yamashita; seven grandchildren; and a great-grandchild.
