76Milagros Bala Tugaoen, 69, of Honolulu, a preschool teacher, died in Honolulu. She was born in Pasig Rizal, Manila. She is survived by husband Tommy L.; daughter Georgia Blas; brothers Ildefonso and Florencio Bala Jr.; sisters Rizalina Solomon, Flordivina Bala and Carmelita Argoso; and two grandchildren.
