HOWARD WING TONG CHANG Age 99, of Honolulu, HI, passed away on September 21, 2016, at the Queen's Medical Center. He was born on June 25, 1917. He was a WWII Army veteran, and retired as an environmental engineer for the City and County of Honolulu, Department of Public Works.
