Tokuyei Higa, 88, of Waianae, a retired city Department of Parks and Recreation grounds-keeper and an Army veteran, died. He was born in Waianae. He is survived by wife Kazuko, son David, daughter Doris, brothers Tamotsu and Shigeru, sisters Hester Higa and Helen Kakazu and a grandchild. Private services.
