Thomas Yoshio Higashi, 76, of Keizer, Ore., a retired state of Oregon attorney, died in Salem. He was born in Hilo. He is survived by brother George. Celebration of life was held in Oregon. Burial: 10:30 a.m. Thursday at Valley of the Temples. Casual attire. Flowers welcome.
