Paul FitzGerald Haygood, 87, of Kaneohe, a safety and loss prevention specialist, and developer and administrator of the first Occupational Safety and Health Administration office in Hawaii, died in Honolulu. He was born in Brooklyn, N.Y. He is survived by wife Frances D., sons Paul G. and James D., daughter Mary H. Topic, 11 grandchildren and two great-grandchildren. Visitation: 10:30 a.m. Friday at Star of the Sea Catholic Church. Mass: 11 a.m. Burial: 12:45 p.m. at Diamond Head Memorial Park. In lieu of flowers, donations suggested to St. Francis Hospice.
