Burt Echols Allen, 77, of Kapolei, an Army veteran and an Army Criminal Investigation Division retiree, died in Tripler Army Medical Center. He was born in Chandler, Ariz. He is survived by daughters Desiree Anderson and Tamara Allen-Bray, and a grandchild. Services: 11:30 a.m. today at National Memorial Cemetery of the Pacific, Punchbowl. Flowers welcome.
