67Kaoru Higaki, 81, of Hilo, a retired civil engineer with the state Department of Accounting and General Services and former director ofthe Hawaii Island Community Development Corp., died in the Queen's Medical Center. He was born in Pepeekeo, Hawaii. He is survived by wife Carrie; sons Galen, Regan, Russell and Darryl Mizuguchi; brothers Hiroshi and Shiro; sisters Jane Matsubara, Bettie Kakemoto, Aileen Keliikuloa and Michiko and Dr. Esther Higaki; 13 grandchildren; and two great-grandchildren. Visitation: 1:30 p.m. Saturday at Dodo Mortuary in Hilo. Services:3 p.m. Casual attire. No flowers.
