Tsutomu Tando, 87, of Kaneohe, a retired U.S. Department of Defense budget analyst and an Army retiree, died in Aloha Nursing & Rehab Centre. He was born in Honolulu. He is survived by wife Doris M., son Michael, daughter Cynthia Fazio, sister Harue Ta nabe and a grandchild. Private services.
