79Nancy Nobue Hirakawa, 87, of Honolulu, a retired state Department of Labor secretary, died in Straub Clinic & Hospital. She was born in Kapaa, Kauai. She is survived by sons Mark T. and Dean N., daughters Kathryn K.H. Inouye and Patricia Y. Hirakawa, eight grandchildren and two great-grandchildren. Private services.
