Ira V. "Ike" Bailey, 98, of Kaneohe, a retired city sidewalk and paving inspector and a retired Navy lieutenant commander, died in Kaneohe. He was born in Elmwood, Wis. He is survived by hanai son Loren Pelkey, hanai daughter Susan Kennedy, brother Harold Ray Englund and four hanai grandchildren. Private scattering of ashes.
