75Viola Frances Rabago "Vickie" Santos, 67, of Hilo, a homemaker, former foster parent, Hilo Intermediate School janitor and Hawaiian Phoenix fieldworker, died in Kona Community Hospital. She was born in Hakalau, Hawaii. She is survived by daughter Verna Badua, sons Roy Jr. and Kerry, hanai son Brigido Quebral III, brothers Morris and Francisco Rabago Jr., sisters Nancy Gabriel and Lydia Quebral, 14 grandchildren and 15 great-grandchildren. Celebration of life: 11 a.m. Tuesday at Wailoa State Park, first pavilion. Casual attire. Lei welcome.
