77Herbert Hiroshi Minakami, 80, of Aiea, a chief of planning and engineering at the Board of Water Supply, died in Aiea. He was born in Wahiawa. He is survived by wife Sadie S.; son Derek; daughters Lynne Nagatoshi and Gayle Okumura; brothers George, Ted and Harry; sisters Ellen Migita and Alice Minakami; and five grandchildren.
