Melvin Daniel De Costa, 71, of Waipahu, a retired Honolulu Police Department captain and director of security at Chaminade University, died in Waipahu. He was born in Honolulu. He is survived by wife Rochelle K.; daughters Deidre Harrison, Pualani Todd and Noilani De Costa; stepson Roman Kaai; stepdaughter Michelle Caouette; hanai daughter Kanoe Cobb-Adams; brother Harold; sister Barbara Long; 18 grandchildren; and seven great-grandchildren.
