Donald Armstrong Clegg, 87, of Honolulu, a retired director of the city's departments of Land Utilization, General Planning and Data Systems and retired president of Analytical Planning Consultants, died in Honolulu. He was born in the Philippines. He is survived by wife Glenna, daughters Sandra Clegg and Michele Yamanaka, and sister Patricia Carver. Visitation: 3:15 p.m. Monday at the Waikiki Elks Lodge. Celebration-of-life service: 4 p.m. Scattering of ashes to follow. Casual attire. No flowers. Donations suggested to the USS Missouri and Planned Parenthood Hawaii.
