Col. Frank J. Apel Jr., 84, of Chicago, formerly of Mililani, a City and County of Honolulu emergency management employee and retired Air Force command pilot, died. He was born in Chicago. He is survived by wife Rosemary R.; sons Frank III and Charlie; daughters Emily, Midge and Katie; sister Mary Reyburn; eight grandchildren; and 10 great-grandchildren. Services in Arlington National Cemetery. In lieu of flowers, donations suggested to charity.
