81Jose Ramos "Joe" Rumbaoa, 78, of Wailuku, a communication technician for the Department of Water and Power in Los Angeles, died at home. He was born in the Philippines. He is survived by wife Lynna; son Clay; daughters Gail, Angie and Gina; brothers Robert and Arcenio; sister Pres Pascua; and three grandchildren. Visitation: 10 a.m. Saturday at Norman's Mortuary.
