Arthur Ralston Stalb Jr., 86, of Waikoloa, Hawaii, an engineer in the aerospace industry and consultant on national defense issues, died in North Hawaii Community Hospital. He was born in Bayshore, N.Y. He is survived by wife Marian; sons Arthur R. III and Douglas; daughters Cynthia Hickman, Stephanie Brajkovich and Melissa Stalb; brothers Douglas and Alan; eight grandchildren; and three great-grandchildren. Private services.
