72Mildred Keiko Shimizu Higashi, 80, of Kaneohe, a retired state Department of Education educational administrative services director, died in Kaneohe. She was born in Hilo. She is survived by husband Elver; sons Guy and Stacey; daughters Teresa and Faye Shimizu, and Vicky Quenga; sisters Leonora and June Kunimoto, and Patricia Ozeki; 13 grandchildren; and nine great-grandchildren.
