Lily Fumiko Tsutsumi, 87, of Honolulu, a retired U.S. government immigration inspector, died at home. She was born in Honolulu. She is survived by daughters Terry Yanagihashi, Pamela Watanabe and Donna Tsutsumi-Ota; sisters Ruth Kajikawa, Ruby Tsuruma and Betty Shiota; and five grandchildren. Private services.
