Joe was born on December 19, 1946 in Lihue, Kauai, to Joseph and Marjorie (Uemura) Makanani. After graduating from High School, Joe served as a medic in the Air Force during the Vietnam war. Upon his return Joe joined the Honolulu Police department where he served for 29 years before retiring and working another 13 years for the Attorney General's office.
Joe was laid to rest on January 16, 2023, with honors, at the National Memorial Cemetery of the Pacific at Punchbowl.
