Tracy was born in New York but grew up in Centerbrook and Old Saybrook, Connecticut. She moved to Hawaii to attend the University of Hawaii where she earned her degree in psychology. As an accountant she worked for the firm of Gerald Ushijima.
After Tracy transitioned she dedicated her life to advocating for the Hawaii transgender community. She began by helping to start Crysalis, a program for trans youth and she was on the board of directors of Kulia Na Mamo, a non profit that provides health, education, cultural and social services for the trans community. She founded and was president of Harm Reduction Hawaii. Her efforts to decriminalize sex work through legislation and community education were tireless.
Tracy was a staunch Libertarian and served as chair of the Hawaiian Libertarian Party. She ran for Governor of Hawaii and was a delegate to the National Libertarian party.
Tracy is survived by two sisters, Deborah Dunsmore and Karen Dalaba, four nieces, Deborah Jane Cooper, Christalynn Dalaba, Angelique Dalaba and Janette Dalaba and a nephew, Alan Ryan Cooper.
