Joe was born in Honolulu to the late Albert & Henrietta Carter of Waimanalo.
Class of 1967 graduate of Kailua High School. A retired labor foreman for Hawaiian Dredging & Construction, a member of the Hawaii Laborers Union, Local 368, an avid softball player, old-time surfer, and coach.
He was a simple, humble, easy-going man of God, a devoted husband, a dedicated father, and a loving Papa & TutuMan.
Survived by his wife of 54 years, Ivy "Sweetheart" (Kapule); Children: Nani (Marcas) Grace, Christine (Honey-boy) Waiolama, Cassandra (Chris) Birch-Carter, Charlton-Heston (Dalene) Carter, Hanai-Son Hanohano Kala'i.
Ten grandchildren: Promise, Jacob, Jordan & Joseph Grace; Staysha, Dylan & Leinani Waiolama; Kala'i, Tristiny & Taejah-lynn Carter; 1 great- grandson Kainoa Waiolama.
Sister Michelle "Mapu" Carter and Brothers Robert "Bobby" Carter & Fred "Bam" Rittmeister; many nieces, nephews, cousins, and friends.
