William Gene "Billy Blue" Bratcher, 79, of Honolulu, a business owner and a Navy veteran, died in St. Francis Hospice. He was born in Dardanelle, Ark. He is survived by daughter Diane Bratcher Gardner. No services. Donations suggested to the Hawaiian Humane Society.
