Elver Shigeo Higashi, 85, of Kaneohe, a state Department of Education administrator and an Army veteran, died in Kailua. He was born in Makawao, Maui. He is survived by sons Guy and Stacey; daughters Vicky Quenga, and Faye and Teressa Shimizu; brothers Harold and Richard; sister Eunice; 13 grandchildren; and nine great-grandchildren.
