Charles William "Billy" Westlake, 87, of Honolulu, a retired Army master sergeant, died in Honolulu. He was born in Lihue. He is survived by sister-in-law Nancy, niece and caregiver Robin A. and nephews Richard, Roy, William and Ward. Private services.
